No, he almost said "in order to evolve." Which he clearly has not beyond a public grade school education.
His ignorance regarding states' rights is so apparent by his comments, it would be laughable if it wasn't so prevalent. He knows nothing about the concept aside from a few buzz words and a WaPo op-ed that he read last week.

On the one hand I am always appalled at the blatant arrogance and political bigotry on display by these fools. On the other hand, the more they use the race card the more ineffective it becomes.
Your right the more they uses it the more in effective it is as people see the truth. It is some what advantageous that they have been overusing it to defend Obama, right now.
