		<description><![CDATA[A minor victory is better then a total defeat, and they already have proposed Federal Tax Escrow accounts. 
 
Implementing it will be difficult as you can bet your bottom dollar the feds will pay attention when you start messing with their money just like the mob boss.  That means our states need to be sure they are prepared before they do that, they also need numbers.  cause it will cause a Constitutional crisis. 
 
Lets not get into that until we have the situation ridged in our favor, that means we need: 
1:  Be prepared with the public argument victim card as to sell the American public on the natural justice of our situation. 
2: Need to have the backing of a sufficiently large number of other states as to compel the federal government to back down for lack of a viable alternative.   
 
That means we need to have and agree upon something they should back down to, something like a lower or flexible federal tax rate for any state that wish to opt out of such programs.  In other words we should not be forced to pay for services not Constitutionally rendered. ]]></description>
