According to a report by ABC4 in Salt Lake City, UT State Senator Margaret Dayton has prepared a Firearms Freedom Act (FFA) to be introduced in when the 2010 legislation starts in January.

As previously reported here, while the FFA’s title focuses on federal gun regulations, it has far more to do with the 10th Amendment’s limit on the power of the federal government. The bills in state houses contain language such as the following:

“federal laws and regulations do not apply to personal firearms, firearm accessories, or ammunition that is manufactured in [this state] and remains in [state]. The limitation on federal law and regulation stated in this bill applies to a firearm, a firearm accessory, or ammunition that is manufactured using basic materials and that can be manufactured without the inclusion of any significant parts imported into this state.”

While Dayton says her bill would impact three Utah weapons makers, this Orem state senator admits this bill isn’t just about guns, it’s also about states rights.

“This is just one of several issues that will be coming before the Utah legislature that reasserts our state sovereignty and tries to get back to the original intent of the Constitution.”

UPDATE from Gary Marbut: “The Utah Firearms Freedom Act has been pre-filed with, and has passed, an interim committee of the Utah Legislature. Until it gets an official bill number on December 1st, it is known as File # 0032. Because the bill has been adopted as a committee bill of a joint House/Senate interim committee, it will come to both the House and Senate with definite legs when the full Utah Legislature convenes in January.”
