Here’s State Rep. Paul Opsommer on the nature of 10th Amendment Resolutions:
These resolutions do not seek to strengthen the power of the Constitution. It is already the law of the land. They also do not seek to create the 10th Amendment. We already have it. The framework the founding fathers intended is already in place. We are not seeking what we do not have, we are attempting to stop the giving away of what we already own.

Anything less, forfeits state sovereignty-- which thereby defaults back to the federal officials who wield it now... which was how we got in this mess to begin with. The difference is, that they can no longer silence anyone through threat of torture and imprisonment like during the Lincoln Administration, since the mass-media and internet ensure too-substantial visibility, and preclude the shadow-government from running amuck in that manner, under the simple token claim of lip-service to due legal process and liberty.... while suppressing all dissent through terror and mass-murder.
The consequences in question, must be Nullification of the uconstitutional law in question-- or secession of the state entirely from the Union.
Otherwise, to quote the Hon J.L.M. Curry: "a written constitution, however carefully guarded the grant and limitations, is no barrier against the usurpations of governments and no security for the rights and liberties of the people. Restrictions are contemptuously disregarded, or undermined by the gradual process of usurpation, until the instrument is of no more force, nor any more respected than an act of Congress. Constitutional scruples are hooted at, and suggested bar-tiers of want of authority are ridiculed as abstractions or the theories of political doctrinaires. The Federal judiciary, the Congress, the Executive, the Constitution, the Union, are but emanations of the sovereignty of the States, and the States are not bound by their wishes, necessities, action, except as they have agreed to be bound, and this agreement was made, not with the Union, the Federal government, their agent and creature, but with one another. Vicious legislation must be remedied by the people who suffer from the effects of it and not by those who enjoy its benefits."
The War Between the States-- which suppressed state sovereignty-- was commenced by the majority-states attempting to benefit from unconstitutional laws passed against the minority; and when those states wielded their sovereignty in protest, the majority-response was simply to suppress that sovereignty altogether, by denying that it existed under any law, but that they formed a single nation
This has been the policy of the American regime ever since-- however the states are still sovereign by original intent and fact, and must liberate themselves via their respective People asserting this sovereignty before the world. This requires first that they learn this fact of their sovereignty-- and then that they wield it, by publicly and officially re-claiming their rightful status as free and sovereign nations, independent of any other.
I think that if we ask for resolve without consequence we will be disappointed with the results.
It is time we make our elected employees pay a price for ignoring the Oath they took, including civil suits, criminal charges, and even charges of treason.
They are like children, and if we do not enforce the boundaries they will continue to push them.
