lol Here in New Mexico we have a concept known as "water rights" and it refers to the share of the natural water resources tied to the land ownership.

It means you cant just dam up a river and rob the people down stream of their water rights.
the same applies to the State at large in regard to Colorado upstream and Texas downstream.
This is a well established concept, and it is one of the most important issues in the South West in general.

What the Federal goverment has done is violated their water rights, where this a different population or a different age for southern California the people would have taken up arms and overthrown this tyrant.
