I am sure that you are aware of the Maine towns that nullified the federal food laws.   I am in Missouri... 
Is this on good legal footing to do this by the town or by the Country?  I ask because it is much easier done than getting the State to go along. And perhaps this would be a useful exercise if not just for the publicity.
