The Supreme Court will not be easily convinced that guns manufactured entirely within a state's borders are not subject to Federal regulations. Remember in Wickard v. Filburn (1942) the Court upheld the Agricultural Adjustment Act of 1938, which sought to stabilize wide fluctuations in the market price for wheat. The Court found that Congress could apply national quotas to wheat grown on one's own land, for one's own consumption, because the total of such local production and consumption could potentially be sufficiently large as to impact the overall national goal of stabilizing prices. So by the courts reasoning manufacturing guns in say Missouri only for their residents "could potentially be sufficiently large as to impact the overall national goal of" banning guns. The Supreme Court is not a friend of liberty and never has been.
