In response to a question posted on Facebook:
If the “non-country” is going to be attacked in one country, a declaration of war that cites that specific country is one option. If it’s in multiple areas, citing those specific countries is another.
If it’s more broad, which runs into some constitutional issues that require more than a single short blog, the most important thing to do is still make sure that the decision of whether to take those actions or not – come from the congress, and not the president.
All foreign policy “offense” or “defense” since WWII has avoided this requirement, unfortunately.
The goal, according to the Founders, was to ensure that such decisions were made as close to the People as possible, and not by one potential king.
