“Repeal and replace” is a mantra that establishment republicans have been throwing around for some time now. For those who participated in the passage of the unconstitutional Medicare Part D under the Bush administration, this is unsurprising.
Either way, the only constitutional way forward is to repeal. And nothing else. There is no “replace” that is acceptable. And states, of course, should be working to nullify it all into oblivion rather than waiting on the feds to fix a problem they created.
