Assuming the USSC would uphold the mandate, wouldn't it follow then that the National Government would be one of unlimited powers? And if so, then doesn't it also follow that there would no longer be a need for the USSC to rule on the constitutionality of anything anymore?

Yes but in a limitless government the USSC still get's it's cut of powers.
