Juries are empowered to be fact-finders in most cases (not all). Assuming a case before the court is one that may be tried before a jury, the case reaches the jury only when there are disputed issues of material fact.

If there are no disputed issues of material fact, then there is no role for the jury. The judge then decides the case on the law.

Criminal cases work a bit differently.
