California and NY are the most populous states in the union so naturally they are going to pay more taxes which dilutes the ratio that is used in this particular stat.

Personally, I'll be glad to see when states stop taking money from the federal government. I doubt that would happen anytime soon because of the greedy nature of politicians but if we did you count how many leftist come out and protest that move. How many will start crying about the lack of education dollars…blah blah blah blah.

Now count how many conservatives would support that move and compare that to all the wet eyes and wet diapers of the other side. How about use that ratio instead? That might tell a different story.
