		<description><![CDATA[I wonder if Madison was a states rights advocate.  When the wording of the tenth amendment was being argued in congress he argued against including the word &quot;expressly&quot; before the word &quot;delegated&quot; even though a similar power in the Article of Confederation did include the words &quot;expressly delegated&quot;.  Just think how one word added would have changed history.]]></description>
