Out Strategy must avoid such hard sacrifices as much as possible.  The money for enforcement must end from the federal level as a cost cutting and fairness deal. 
 
In the mean time we should encourage States to take back every penny they can from the federal government in any way they can, while at the same time resisting that which they disagree with. 
 
The political demand that California should not be forced to pay for drug law enforcement in Minnesota or any other anti-drug state, MUST come from California, and other such states which are unfairly being forced to pay for that and thus have a vested interest in saving such money. 
 
That demand must also come in the form  of compromise.  this can not simply be about ending federal drug laws it must also be about ending federal gun laws, along with all other unconstitutional federal laws. 
 
To that end Califorina must bargain with Minnesota  and other such states in trading support. 
 
You support our rights in our states and we will support your rights in your states. 
 
This is the propose and reason for the need for meetings between the States on these issues.
